The existence of laws that provide for the protection of children is not a new thing. History shows that some countries such as the United States and England have had the law and child welfare services to protect children who are abused or neglected as early as 17 and 18 century. [6] the rise of sentiment about the issue of children who are abused have peaked back in the early 1960s based on research that has been carried out by Dr Henry Kempe which is an expert on children in the United States. [7] since then, awareness and effort to address the problem of children has intensified.Aware of the fact that the future of children increasingly threatened, either by individual acts or acts of their own or the failure of the Government to take positive steps towards ensuring the well-being and safety of children, then a positive initiatives have been mobilized by the international community to put the interests of children on the track should be. This initiative can be seen in the Convention on the rights of the child which has been diratifikasikan by almost all countries in the world. [8] Malaysia is among the countries that have signed and ratified the Convention on the rights of the child. Among the important things in this Convention is the recognition of the rights of children over a few basic things, namely the right to life, the right to development, the right to be protected from damaging influences, abuse and exploitation and the right to be with family, cultural and social life.
